This is Uchikoshi Rikkyo (打越陸橋), a foot bridge used to cross over the road below, Tsubakimine Chuo Road.
This whole area is called Tsubakimine New Town and is a residential area that was developed in the 80s. Apparently over 20% of the area is used for greenery which keeps the environment closer to nature.

I like footbridges and this one is quite good.
this would be a nice walk through the treetops.
Actually what came to mind first was how green it is. Looks like a nice area to live.

20% to greenery - that sounds like a good idea! I just saw a show about an American man buying a flat in Tokyo and it was very interesting to see the similiarities and differences in housing. He kept hitting his head on the doorways! :)
As crowded as Japan is, that they were able to set aside so much of the development for green space is amazing.
